Bantam Draft

 

  1. Each season, on a date determined by the Commissioner, the League shall conduct a distribution draft of bantam aged players (“Bantam Draft” or “Draft”).

 

  1. To be eligible for the Bantam Draft, a player must be fourteen (14) years old as of the December 31 proceeding the Draft and the player must have played on a hockey team that was located within the Hockey Canada branch that is governed by Hockey Eastern Ontario.

 

  1. During the Bantam Draft, a Team may only select an eligible player who resides within 65 kilometers of the Team’s home arena as of the date of the Draft, unless that Team has obtained written permission to select the player from the player’s parents or

 

  1. A Team that selects an ineligible player shall forfeit that

 

  1. Unlike traditional drafts, the Bantam Draft is primarily determined by the eligible player’s residence as of the date of the Draft in relation to the home arenas of the League’s The rules of the first two rounds of the Bantam Draft are as follows:

 

  1. Prior to the Draft date, a list of players eligible for the Draft with their residential addresses will be circulated to the Teams for review and comment (“Bantam Draft List”). All proposed changes to the Bantam Draft List must be submitted to the Commissioner within seven (7) days of the date on which the Team receives the Bantam Draft List. All decisions arising out of a proposed changed to the Bantam Draft List shall be made at the sole discretion of the Commissioner or his The final version of the Bantam Draft List will be distributed to each Team in the League at least seven (7) days prior to the Draft. A player need not be on the Bantam Draft List to be eligible to be selected in the Draft.

 

  1. Prior to the date of the Draft, each Team in the League shall submit, in confidence to the Commissioner, the names of three players eligible to be selected in the Draft in order of preference (“Draft Selection List”).

 

  1. Once the Commissioner has received a Draft Selection List from each Team, the Commissioner shall disclose the Draft Selection Lists to all of the Teams in the League, and the selection of players in the first two rounds of the Bantam Draft shall be governed by the following rules:

 

  1. In the event one player is ranked first or second on the Draft Selection List of more than one Team (“Competing Teams”), the rights to that player

 

shall be assigned to the Competing Team with the home arena that is closest to the player’s residence as of the date of the Draft.

 

  1. In the event the rights to the players who are ranked first and second on a Team’s Draft Selection List are assigned to that Team, the player who is ranked third on that Team’s Draft Selection List shall not be available to that Team in the first two rounds of the Bantam Draft.

 

  • In the event the rights to one or both of the players who are ranked first and second on a Team’s Draft Selection List are not assigned to that Team, the player who is ranked third on that Team’s list shall be deemed to be ranked first or second, as the case may be, on that Team’s Draft Selection List.

 

  1. In the event the rights to both of the players who are ranked first and second on a Team’s Draft Selection List are not assigned to that Team, the Team shall be permitted to add an eligible player, who has not been selected, to its Draft Selection List.

 

 

The following example is provided for further clarity: TEAM A’s Draft Selection List:

  1. Wayne Gretzky, who lives 30km from Team A’s home
  2. Bobby Orr, who lives 20 km from Team A’s home
  3. Gordie Howe, who lives 10 km from Team A’s home

 

TEAM B’s Draft Selection List:

 

  1. Gordie Howe, who lives 25 km from Team B’s home
  2. Bobby Orr, who lives 5 km from Team B’s home
  3. Barry Long, who lives 10 km from Team B’s home

 

TEAM C’s Draft Selection List

 

  1. Mark Messier, who lives 40 km from Team C’s home
  2. Dale Hawerchuk, who lives 10 km from Team C’s home
  3. Barry Long, who lives 5 km from Team B’s home

 

In this scenario,

 

 

  • Team A would be assigned the rights to Wayne Gretzky because he is eligible for the Draft because he resides within 65 kms of Team A’s home arena as of the date of the Draft (“Maximum Distance Rule”), and because Wayne Gretzky was not on the Draft Selection List of any other

 

  • Team A would not be assigned the rights to Bobby Orr because Bobby Orr was ranked second on Team B’s Draft Selection List and Bobby Orr lives closer to Team B’s home

 

  • Team A would be assigned the rights to Gordie Howe because he is eligible for the Draft because he meets the Maximum Distance Rule, and because he is deemed to be ranked second on Team A’s Draft Selection List because Team A was not assigned the rights to Bobby Orr, and because Gordie Howe lives closer Team A’s home arena in comparison to Team B’s home

 

  • Team B would be assigned the rights to Bobby Orr and Barry Long because Barry Long is eligible for the Draft because he meets the Maximum Distance Rule, and because he is deemed to be ranked second on Team B’s Draft Selection List because Team B was not assigned the rights to Gordie Howe, and because Barry Long was not ranked (or deemed to be ranked) first or second on the Draft Selection List of any other

 

  • Team C would be assigned the rights to Mark Messier and Dale

 

  1. There are 10 rounds plus compensatory selections in the Bantam Compensatory sections shall occur immediately after the first two rounds of the Draft are complete. The rest of the draft, rounds 3-10, shall follow the following process: At the beginning of each round, each Team shall submit, in confidence to the Commissioner, the name of one eligible player (“Proposed Selection”). Once the Commissioner has received a Proposed Selection from each Team, the Commissioner shall disclose all of the Proposed Selections received. In the event that one player is the Proposed Selection of more than one Team, the rights to that player shall be assigned to the Competing Team with the home arena that is closest to the player’s residence as of the date of the Draft. In the event a Team is not assigned its Proposed Selection, that Team shall submit a Proposed Selection until each Team is assigned the rights to a player in that round.

 

  1. A player selected during the Bantam Draft may not be transferred or traded to another Team in the CJHL, including the League, until that player is listed on the Team’s 30-Player List. However, a player may apply to the League for a transfer on compassionate grounds and, if

 

approved, that player will be made available to the Teams that have their home arenas within 65 km of that player’s residence in reverse order of the final standings of the most recently completed regular season. No Team may receive more than one compassionate transfer under this provision in the same season.

 

  1. A Team that selects a player in the previous Bantam Draft who ends up on a CHL roster as a sixteen (16) year old shall be awarded a compensatory selection during the subsequent Bantam A Team that selects a player in a Bantam Draft, who ends up successfully transferring to another Team in the League on compassionate grounds before the start of the regular season immediately following the Draft date, shall be awarded a compensatory selection during the next Bantam Draft. The compensatory selection(s) shall occur after the first twenty (24) players are selected in the Bantam Draft.
